Although tax practitioners cannot use the designation of Registered Tax Return Preparer until the RTRP exam is offered and they attain passing scores, they are already subject to tax preparer ethics. In fact, an ethics course is one of the requirements beginning in 2012 for tax preparer CPE.
The purpose of ethics education is helping tax professionals identify taxpayer mistakes in reporting income and deductions. Most of the situations they encounter are much less overtly fraudulent than the case of Paul J. Wagner.
Mr. Wagner, age 50, was a partner in Sawa Sushi Asian Restaurants. Instead of using a paid tax preparer professional, Wagner submitted false personal income tax returns.

ST. CLOUD, Minn. — The St. Cloud school district expects to spend about $37,000 on legal fees to defend itself in a federal discrimination investigation that ended in a settlement.
The Minnesota chapter of the Council on American Islamic Relations lodged a complaint in 2010 with the U.S. Department of Education’s Office of Civil Rights.
The group said Somali students were harassed and discriminated against and the district did little to prevent it.
In October, the school board approved an agreement that ended the investigation. The district has denied it committed any civil rights violations, but agreed to take steps to ensure students were not subjected to a hostile environment.

When an adult video surfaced on WorldStarHipHop.com this week showing a woman leaving the University Center, the student center at the University of Memphis, wearing a U of M sweatshirt, a black baseball cap and Daisy Duke-style denim shorts, the university launched an investigation into whether she was a student.
That investigation consisted of typing a name that appeared on the video, “April Pratt,” into the student directory. No results. Then, said Sheryl Lipman, a university lawyer, her face was shown “to some people on the academic side of things.” Whoever those few people were — Lipman wouldn’t say Thursday — they were unable to recognize the woman out of the 23,000-member student body.
The video, posted Monday, already has already been viewed more than one million times.
